During most of the planning meetings I attend, one or two individuals will tend to take the lead, while other attendees participate very little. The optimal solution is to have everyone express their opinions and share their ideas. Only in this way, can the best ideas emerge and develop. The improvement process and the end result are always so much more effective when you can get everyone's ideas and opinions. The best ideas usually piggy-back off of other ideas.
A good strategy to get your entire team to express their ideas is to give each person a 3 x 5 card, and ask them to each write down three key issues about the meeting topic. No one gets off the hook - they all must write down their ideas.
You can either collect the cards and discuss each comment (anonymously or not), or go around the room and let each person list their issues. The important thing is to not let a single individual or department drive the decision making without considering how everyone is impacted.
Although being forced to speak their mind may be uncomfortable for some, a successful solution relies on input from everyone. Our success as consultants is based on us asking the right questions, listening to needs, and facilitating discussions, rather than forcing solutions on clients.
