Don't make your purchase online. Instead, use the DELL online store to configure your new PC, and then call a customer service representative to make the purchase. Live sales representatives have the flexibility to offer incentives like free shipping, unadvertized discounts, and free upgrades that aren't always offered online.
Often, additional discounts are available if you do not pay by credit card (because this allows DELL to avoid the processing fee). Establish an account with DELL and have them bill you for your purchase.
If the sales rep isn't wiling to negotiate on the listed price, you may want to hang up and call again. A different sales rep may be more motivated to make the sale.
Other computer manufacturers may have the same flexibility in pricing. It never hurts to ask - the worse thing that can happen is that they'll say "No".
